Council approves extension of existing four CIDs

Four City Improvement
Districts (CIDs) will continue to service their areas for the next five years
after Council approved the extension of the operating terms for the Glosderry
City Improvement District; Mount Rhodes Community Improvement District;
Overkloof Community Improvement District and Stikland Industrial City
Improvement District at its meeting on Wednesday, 29 March 2023.
The current term of these CIDs ends on 30 June 2023. As such, Council received applications to extend their terms from 1 July 2023 to 30 June 2028 as required by the Special Rating Area By-law.
'The approval to renew the terms of the CIDs in Glosderry in Kenilworth; Stikland Industrial in Bellville and Mount Rhodes and Overkloof in Hout Bay demonstrates the City's commitment to partner with communities and to empower residents to take initiatives in their own development. We support CIDs with strong business plans and clear goals for their areas and believe that they play an important role in promoting and safeguarding the interests of residents in these districts,' said the City's Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.
CIDs are established by communities in order to supplement municipal services, among which:
- To improve safety in the public space
- To address social issues in a unified, cooperative and sustainable manner
- To improve, upgrade and protect the natural and built environment of the area.
- To provide additional cleansing and waste management
- To promote and safeguard the interests of residents and businesses in the area
- To promote inter-community collaboration as well as with organisations; and
- To facilitate investment in the area and building investor confidence leading to support employment opportunities
The City does not fund CIDs. These are funded from additional property rates levied on the municipal valuation of property owners within the boundary of a CID which are paid over by the City to the CIDs on a monthly basis. These funds are then used by the CIDs to provide additional services.
